Tokat software partner: enterprise software for agri-food, cold chain and traceability

For a tomato commission agent, a cherry packing house or a vine leaf processor in Tokat, the biggest risk is the short window between the moment produce leaves the field and the moment it reaches the customer. Harvesting, weighing, pre-cooling, storage and dispatch have to happen within a few days, and the records kept along the way are usually scattered across notebooks, WhatsApp and Excel. That is why a Tokat software project is really about building one traceability flow from the field to the warehouse and from the warehouse to the invoice.

This guide is written for produce commission agents and traders, food processing and packing plants, cold storage operators and manufacturers in Tokat’s organised industrial zones (OSBs). Aksiyon Soft is headquartered in Samsun; we have no branch or office in Tokat. Tokat sits in the same Central Black Sea Development Agency (OKA) region as Samsun, and that proximity lets us run projects remotely while scheduling on-site visits for discovery, acceptance and go-live.

Key takeaways

  • According to TÜİK 2024 data, Tokat supplies roughly 10.5% of Türkiye’s wine grapes and 4.8% of its cherries, and it is also a major table tomato producer.
  • Produce commission agents and traders who report to the Hal Kayıt Sistemi (HKS, the wholesale produce registry) must issue e-Müstahsil receipts, so HKS, e-documents and the ERP have to share one flow.
  • For perishable produce such as cherries and vine leaves, cold chain records protect commercial reputation as much as quality.
  • Mobile data capture makes contract farming and harvest planning visible for field operations teams.
  • Aksiyon Soft is based in Samsun; we work with Tokat companies remotely and plan site visits in advance.

How does Tokat’s economy shape its software needs?

According to the Ministry of Agriculture and Forestry’s Tokat Agricultural Investment Guide (based on TÜİK 2024 data), the province has a population of 612,674 across 11 districts, with around 35,000 farmers registered in the national farmer registry (ÇKS). The same guide shows that in 2024 Tokat produced 34,983 tonnes of cherries, 39,979 tonnes of wine grapes and 105,099 tonnes of table tomatoes. The province has 155,480 decares of vegetable land and 186,726 decares of orchards.

The guide lists products with brand value or geographical indications among the province’s strengths, including Tokat vine leaves, Tokat tomatoes, Niksar walnuts, Zile grape molasses (pekmez) and Narince grapes. An academic study of the geographically registered Narince vine leaf in Erbaa reports production on roughly 21,000 decares in the district, with the product reaching a wide market from Europe to North America. Kazova, where tomato growing is concentrated, is the heart of table and paste tomato production.

On the industrial side, OKA’s list, based on OSBÜK data, shows five OSBs in Tokat: Tokat Merkez, Erbaa Soil Industry Specialised and Mixed, Niksar, Turhal and Zile. ERP, quality and e-document integration is a common need for the food processing, packaging and building materials manufacturers in these zones.

From field to shelf: how do agri-food processes go digital?

Field operations and contract farming

A processing plant that works with contract growers tracks the grower, plot, planting date, spraying and harvest estimate throughout the season. When this information stays in a field engineer’s notebook, nobody can predict which plot will be harvested on which day or how many crates and trucks will be needed. A mobile field app should work offline, capture photos and location, and sync with headquarters once a connection is available.

Hal Kayıt Sistemi and e-Müstahsil

According to the Revenue Administration (GİB), taxpayers who are obliged to report to the Hal Kayıt Sistemi and trade fruit and vegetables as commission agents or traders have had to issue their producer receipts as e-Müstahsil receipts since 1 January 2020. When the weighing record, the HKS notification, the e-Müstahsil receipt and the accounting entry live on separate screens, the same purchase is typed three times. In a well-designed flow, one purchase record triggers all the other documents.

Cold chain and warehouse management

The Ministry’s guide lists cold storage investments among the subjects eligible for support. In cold storage, software has to hold the entry date, lot, room, temperature and humidity data together, raise alerts when thresholds are crossed and enforce first-in, first-out at dispatch. For short-shelf-life produce such as cherries, these records often decide the outcome of customer complaints.

The same guide also mentions rent support for produce stored in licensed warehouses. A business that keeps produce in a third-party warehouse needs software that tracks its own stock and the stock held at the warehouse separately. For the warehouse operator, room-level occupancy, per-customer billing and automatically generated entry and exit documents reduce errors during the peak season.

Processing, packing and traceability

In plants producing tomato paste, dried tomatoes, brined vine leaves or grape molasses, every batch should be linked to raw-material lots, the recipe, process parameters and the label. A backward traceability report should start from a single carton and lead back to the grower and the field the produce came from. The gap we see most often in projects is that this link breaks at the dispatch stage.

Middleware and system integration

In a Tokat agri-food company, the field app, the weighbridge or scales, cold storage sensors, the ERP or accounting system, HKS and the GİB connection through a private integrator all have to work together. Wiring each of these systems directly to every other one means a small change mid-season can trigger a chain of failures. A middleware layer queues events, delivers them to each system in its own format and retries failed transactions.

Tokat-specific examples include: transferring harvest records captured offline in the field to headquarters without creating duplicates once a connection returns; sending the HKS notification and the e-Müstahsil request in sequence under the same purchase ID after weighing; pushing cold storage temperature readings to both the warehouse manager and the relevant customer’s portal when a threshold is crossed; and generating a draft e-Waybill when a work order closes at an OSB processing plant. For the architecture, see our article on enterprise integration middleware architecture; for e-document format changes, read the GİB UBL-TR update and e-invoice integration.

What is changing for the historic city and the service sector?

Tokat is not only about agriculture. According to Türkiye’s official culture portal, Gökmedrese, near Taşhan on Gaziosmanpaşa Boulevard, is an Anatolian Seljuk building commissioned in the 13th century by Muineddin Pervane Süleyman as a hospital (darüşşifa). In 2025 OKA announced a feasibility project with Tokat Gaziosmanpaşa University to give the building a new cultural, artistic and educational use on the “900 Steps, 900 Years” heritage route.

As heritage routes grow, hotels, guides, restaurants and craft businesses need better booking, sales, stock and loyalty records. For these businesses, a light setup connecting online booking, bookkeeping and e-Archive invoices is often enough instead of a full ERP. Shops selling local products such as molasses, walnuts or vine leaves should feed batch and expiry tracking and online sales channels from the same stock record.

How long does an agri-food software project take?

The exact timeline depends on scope, and we do not quote numbers before discovery. In agri-food projects, however, the calendar is really set by crop seasons: switching to a new system during the peak weeks of the cherry, tomato or vine leaf harvest puts operations at risk. Go-live should be planned for the quiet period before your main crop’s season.

A phased roadmap usually looks like this: phase one covers purchasing, weighing and the HKS and e-Müstahsil connection; phase two covers cold storage and inventory; phase three adds the field app, contract farming and management reporting. Each phase delivers value on its own and is refined with user feedback before the next season.

How do we work remotely with companies in Tokat?

In Tokat software projects, collaboration runs on a written scope, a shared backlog and a working software demo at the end of every sprint. During discovery we work from weighing slips, warehouse records, HKS screens and existing accounting outputs. When we need to see the field flow in person, we add a visit scheduled before the season; travel from Samsun to Tokat makes this practical.

The team is based in Samsun; we work remotely with customers in Tokat and across Türkiye and make planned site visits when needed.

Frequently asked questions

Do you have an office in Tokat?

No. We are headquartered in Samsun and have no branch or reseller in Tokat. We run projects remotely and schedule site visits for steps such as discovery and go-live.

Will HKS and e-Müstahsil integration work with our existing accounting software?

In most cases, yes. We review your accounting software’s data exchange options and your private integrator’s API during discovery; if needed, middleware bridges the two systems.

Does the field app work where there is no internet?

Offline operation can be designed in as a requirement. Records are stored on the device and transferred to headquarters without duplicates when a connection becomes available.

Do you build customer portals for cold storage operators?

Yes. We can build a role-based portal where storage customers see the stock, entries and exits, and temperature history of their own produce.

Can you produce traceability reports for geographically indicated products?

Yes. Once the grower, plot, harvest date and batch are recorded, you can generate a backward traceability report that leads from a carton to the grower.

How is project cost determined?

After discovery, we agree on a fixed-scope, time-and-materials or dedicated-team model. Assumptions are shared in writing, and payments can be tied to milestones.
